Guoqing Zhang, Vice Premier of the State Council of the People’s Republic of China, delivered the opening speech, including a message from President Xi Jinping. He highlighted the nation’s efforts to position itself as a global IP powerhouse, balancing progress with uniquely Chinese characteristics.

China’s achievements were also celebrated during the ceremony, with recognition of its rise to 11th place in the WIPO Global Innovation Index. With over four million valid patents—the most of any country—China has firmly established itself as a global innovation leader. Zhang also highlighted China’s near-universal membership in international treaties as evidence of its commitment to international cooperation in the rapidly transforming industrial landscape.
Shoichi Okuyama, AIPPI President, extended an invitation for attendees to explore the serene beauty of Hangzhou’s West Lake, a tranquil contrast to the city’s vibrant modernity.
Daren Tang, Director General of WIPO, stressed the importance of collaboration in strengthening IP systems to drive innovation and growth. He acknowledged China’s leadership in leveraging the PCT system, where it stands as the top user, and its pro-innovation stance that supports SMEs, develops new design protections, and addresses emerging technologies.
Changyu Shen, Commissioner of the China National Intellectual Property Administration, welcomed attendees to the first AIPPI Congress hosted in China in over a century. Shen reaffirmed the government’s dedication to strictly protecting IP rights while fostering balanced innovation and preventing misuse.
The opening ceremony concluded with a captivating performance of Kung Fu and traditional Chinese dancing, setting an inspiring and vibrant tone for the days ahead.

The Congress cantered on the theme balanced protection and innovative development of IP rights, delving into pressing issues through insightful panel discussions and workshops. Among the key topics were resolutions on copyright matters, such as parody and the challenges of curbing IP rights abuse.
One of the most anticipated discussions revolved around the intersection of artificial intelligence (AI) and intellectual property. Experts shared their perspectives on how technological advancements are reshaping the IP landscape and the importance of adapting international frameworks to accommodate these changes.
Pharma Day emerged as a standout segment of the Congress. It addressed crucial topics like the use of trademarks in the pharmaceutical industry and the intricacies of microbiome patenting. These discussions not only bridged the legal and scientific dimensions of IP but also highlighted the potential for new strategies in innovation-driven industries.

Using fountains, projections, and drones, the productions celebrated Hangzhou’s rich heritage and left the audience in awe.
